RRR teacher development initiative: A co-designed Professional Certificate in Education
The Professional Certificate in Education (Rural and Regional) is an inaugural postgraduate microcredential reimagining teacher development through a deep, co-designed partnership between the University of Canberra and the NSW Department of Education. Featured as a case study in the Regional Education Commissioner’s 2025 Annual Report, this framework moves beyond traditional models, demonstrating how higher education can pivot to support regional, rural, and remote (RRR) teachers through context-focused learning.
The program’s success is anchored by a collaborative working group overseeing design, assessment, and evaluation. This shared leadership model empowered nearly 100 NSW public school teachers across 2025–2026 to engage in professional learning embedded in their daily practice, addressing the acute workload limitations that often restrict RRR study. Evaluations show 93% of participants confirm the curriculum’s direct relevance.
Crucially, the program addresses systemic limitations highlighted by the Commissioner, who noted that financial incentives alone cannot sustain the RRR workforce. By replacing essays with authentic assessments grounded in local geographic and cultural contexts, the program fosters the very opportunities for belonging and community connection required for teacher retention. This scalable, stackable framework offers a sustainable model for professional uplift, capturing educators previously excluded by inflexible postgraduate
